bootlegs on TIDAL?

i am really wondering.....

the prince estate and (years ago) the websheriff was hunting "bootlegs" or "free releases from fans for fans".

and now?

i see inofficial stuff of prince on TIDAL:

if yes, where can i buy it (no TIDAL-account here)

but they are not, i am quite sure about it.

so... why? and where ist the websheriff?
